The Greek Ministry of Rural Development and Food apparently wants to promote the killing of stray animals in Greece and change the recent legislation of 4039 / 2012. The primary objective of the amendment is to make the killing of stray animals profitable.
The EU will be prompted immediately to reject any request from Greece which aims to initiate the killing of strays via any EU-funded finance or in the form of ‘payment in kind’. There are other alternatives that Greece is not willing to take.
Greece has not got its ‘homegrown’ stray problem under control partly because it has persistently refused to offer support to veterinarians in the country to perform neutering. Some vetinarians have taken it upon themselves to offer neutering voluntarily.
It is widely recognized that a systematic neutering programme results in a sustainable stray population.
The idea of getting rid of strays in the proposed manner (such as by mobile’crematoria’) will mean the death of thousands of defenceless animals.
This is a clear violation of ‘Article 13’ of the Treaty of Lisbon:
"In the definition and implementation of the policy of the Union in the areas of agriculture, fisheries, transport, internal market, research, technological development and space, the Union and the Member States take account of the requirements of the welfare of animals as sentient beings in full they consider it the laws, regulations and the customs of the Member States in particular to religious rites, cultural traditions and regional heritage."
This Treaty of Lisbon was signed by Greece by the President of the Hellenic Republic, Konstantinos KARAMANLIS, as well as Prime Minister Dora BAKOYANNIS, Minister for Foreign Affairs.
Article 3a of the Treaty of Lisbon States that:
(3) Pursuant to the principle of sincere cooperation, the Union and the Member States shall, in full mutual respect, assist each other in carrying out tasks which flow from the Treaties.
Member States shall take all appropriate measures whether general or specific in order to fulfil the obligations arising from the treaties or from the acts of the institutions of the Union.
Member States shall support the Union in the performance of its tasks and refrain from any measure which could jeopardise the attainment of the objectives of the Union.
We call upon the Greek Government to financially support veterinarians in the installation of neutering programmes throughout the country, and to uphold the Treaty of Lisbon. At the same time we call on the Greek Government to issue a clear rejection of the request by the Ministry of Rural Development and Food with regard to promoting the abitary killing of strays.
